Meeting Minutes for 2/7/2006: Clearwater Beach Association Board Meeting, Tuesday, February 7, 2006 Board Members present: Jay Keyes, Jerry Murphy, David Ramos, David MacNamee, Anne Garris, Lois Davis, Ray Massieu, Lisa Cowley, Mara Basic, Ellie Holmes, Candy Zimmerman, Ron Delp, Rosemarie Swisshelm Bonnington Board Members absent: Kim Porte, Bette Failor CBA Members present: Doug Bonnington, Pat Murphy, Ron and Marie Dube, Councilman Bill Jonson Jay suggested CBA support the Carlouel Homeowners Group with their grant for traffic calming pavers at the entrance to Carlouel. Bette Failor asked for our support, no money, just support, with their project. Board voted yes to support. Ken Sides, City Engineer, was introduced to the Board to give presentation of a streetscape designed in 1998 for the area north of Baymont to Bay Esplanade on Mandalay. This diagram was discussed and opinions were given on changes and updating ideas. Our suggestions will be carried back to the city for review and consideration. Lt. Andrews said the left lane problem going north on Mandalay at Bay Esplanade will be deferred. Paul Bertels of the city must study further. Spring Break is the period March 4 to April 2. College students are expected March 4 to 18, high school breaks are March 18 to April 2. Lt. Andrews has extra help coming in to ease the traffic during those periods. Expect delays leaving the beach at Fort Harrison and Chestnut, Myrtle and Ft. Harrison. The Police Department wrote 17 parking tickets and 21 speeding tickets on North Mandalay. January minutes were approved. Treasurer’s report – New membership promotion of $50/three years will slow the treasury fund. David Ramos recommended thoughtful consideration for spending and planning. To date 4 of our directors have not paid current dues. Treasurer’s Report was approved. Beautification Committee - A big thank you and applause was given to this committee and Pat Murphy for Christmas poinsettias decorations. Government Affairs – The Chamber is asking for involvement by the CBA in an examination of Beach Walk encroachment on 30 feet of sand dunes on Gulf Blvd. The CBA voted not to become involved. Jay Keyes read the letter he wrote to the Council voicing our concern requesting no more height and setback variances from developers. Member Suzanne Boschen, owner of family property for the last 60 years on Mandalay at Somerset requested a letter from the CBA Board giving her support for another 5 feet in height allowances on her Old Florida property. The board voted to follow the city recommendation of no variances. Anne Garris wants the CBA to be aware and well ahead of the game by investigating proposed property changes on East Shore Drive. Bill Jonson acknowledged that the Beach Walk is behind schedule, as construction was to begin January 1, and the Hyatt construction to begin March 1. All preconstruction processes must be complete in order to begin construction. The overpass at the Hyatt will be owned by the city, but constructed by the Hyatt. Special Events – Lisa Cowley reported Neighborhood Day, Yard Sale and Picnic will be held April 1. Yard Sale in one’s own driveway, 8 – 1, Picnic for members at the Bay Esplanade/Narcissus Triangle, 4 – 7. Advertisement in the Beach Gazette and St. Pete Times will be submitted for both events. Nothing definite yet on annual meeting in December and Christmas Party. Possibly the two events will be held separately, as suggested by several members. March 4, Dinner Cruise with the Starlight for all members. For tickets, see David Ramos. $25. per person. Membership – A mailing will go out soon for membership dues, and coming activities. Membership roster sent to members after membership drive. Residential – Ray Massieu and David Ramos are scheduled to attend the Neighborhood Coalition Day, February 25. Short term rental issue will go to trial as ordered by the county judge. No date has been assigned. Meeting was adjourned.
