Meeting Minutes for 9/4/2007: Board Members present: Jerry Murphy, David Ramos, Ron Delp, Ray Massieu, Kim Porte, Lisa Cowley, Lois Davis, Anne Garris, Mara Basic and Ross Concklin Board Members absent: Jay Keyes, Pat Power, Candy Zimmerman, Bette Failor, Ellie Holmes Guests: Sergeant Dalton filling in for Lt. Andrews and resident guest Polly Sullivan Sgt. Dalton addressed the many e-mail complaints regarding the road hazard on Mandalay Avenue. He acknowledged the ongoing situation and the distress of the residents. His most current update was that the road would be repaired within the next week with only surface paving to follow. As of this writing the deadline has come, but the road repairs are far from acceptable and the road has yet to be resurfaced. He also relayed that Paul Bertels reports all underground work is complete. Sgt. Dalton informed us that significant drug busts recently took place on Lantana and Bay Esplanade. He also reported a daytime burglary on the 800 block of Eldorado. Residence also informed him that the beach access at Gardenia and Eldorado is being used as a drinking station by teens. Minutes from the June were acknowledged, a motion was made and seconded. The minutes were accepted. Treasurer – was presented to the board. It was noted that a tax exempt certificate was obtained for purchases relating to the Foundation and kudos were given to Dave Ramos. Dave also reported changes in the law regarding the necessity to now file a tax return for all 501.3c entities. Dave stated he will be doing that for us this year. Lois moved to accept the treasurer’s report and Ray seconded that motion. The report was accepted. Membership – we began the year with 67 members and now have 111. Ron asked about the status of the updated roster and it’s mailing and Dave again agreed to send it out. Publicity – Lois told us that she had e-mailed Matt Jones, Director of Group Sales at the Sand Pearle, to arrange a tour. All reports say the Sand Pearle is gorgeous! If he responds she will attempt to get an evening tour for us. Entertainment - Lisa confirmed the date for our upcoming Oktoberfest as approaching quickly on October 6th. Six hundred flyers are being made and will be distributed throughout the neighborhood by volunteers. We will also invite the Mayor, the City Council, the Fire Department, Police Department and EMS. A motion was made not to exceed $600.00 in purchasing for this event. It was seconded and accepted. Beautification – no change reported - still beautiful thanks to the ladies. Coalition - No meeting to report on, but Ray does ask us to consider who will replace him on this committee as he is serving his final term of service with CBA in December. Code Enforcement - It was reported that a drive by 877 Bay Esplanade witnessed empty trailers that need to be reported to Shelby Brown. Unfinished Business – Anne Garris read a letter she had received regarding eliminating the necessity of a referendum passing prior to the selling of public properties, i.e., properties such as Coachman Park, McKay Park or the Marina. A motion was made to send a letter of protest to the Clearwater Charter Review Committee. We will also e-mail this information to all known addresses of our membership, the Sand Key Association and Bell Harbor Homeowners Association. Anne was also asked to send a letter to the Clearwater Gazzette for publishing. These actions were all included in the motion. It was seconded and accepted. It was agreed that we must act quickly. Ron Delp reports that plans for the Golf tournament to be held on October 29 at East Lake Woodlands are going well. Meetings are held each Thursday at 4:30pm at the sailing center. Donations are going well but golfers are still needed. Ron keeps us informed weekly via his emails. Anne Garris distributed information regarding the Boat Docks at Sand Pearle. She informed us that there was no referendum, no open bids and the proposed rent is only $5,000 per year for the citizen’s property. Anne Garris reports that the Memorial Civic Center Association has now decided to gather and supervise volunteers for the Clearwater Beach Library and to hold fundraisers for the benefit of our beach library. We previously voted to hold the Association’s $5000, it has now been decided by them, that this will not be necessary. Ron Delp stated that he will attend a meeting of the design team on 9/5/07 regarding the plans for the recreation-center/library. It was also suggested that Candy or Ellie could arrange for our monthly meeting to be held at the Chapel by the Sea during the construction process. Jerry and Ron updated us on activities regarding the proposed docks at the east end of Somerset. They reported the 3rd and last extension expires in May of 08. The developer will again seek approval of it’s variances at the September Community Development Committee meeting. Important Points Made During Discussion Regarding Docks at East End of Somerset
A motion was made by Lois proposing that Ron and Jerry speak on behalf of the CBA stating our position that unity of title must be obtained before any provisional approval can be granted. The motion was seconded by Ray and passed. New Business - A nominating committee of 3-5 people, one of which is not currently on the board, needs to assemble to prepare a list of nominees for the 2008/2009 Board. It was agreed that Ray and Ron would assemble this group and develop the list prior to our October meeting. The Clearwater Beach Chamber of Commerce is having a golf tournament. A motion was made, seconded and approved stating that we would support them by purchasing a hole sponsorship for the price of $100.00. Status of the City’s Appeal - It was agreed that we need to meet with Leslie Dougall-Sides again for an update. Code Violations – It was agreed that we need to develop a consistent plan for reporting violations. The date/time and who you spoke with needs to be recorded. It was decided that e-mails directed to Shelby Brown were the most effective and consistent way to communicate Sun Trust Bank is offering a promotional program allowing a donation of $100 to be made in your name to the charity of your choice for opening an account with them. Ron brought this to our attention and proposed that we email everyone on our known mailing list suggesting that they name the Foundation to benefit on their behalf. It was agreed that this should be done. CBA monthly meetings following a long weekend will now be postponed until the second Tuesday of the month. The meeting was adjourned at approximately 8:40 p.m.
