Meeting Minutes for 5/2/2006:

The meeting began with Lt. Wayne Andrews of the Clearwater Police Department addressing the board and community members present. He reported that 27 speeding tickets were issued on Mandalay Avenue last month along with 12 parking tickets on the North end of the beach.

He also stated the DOT is still considering removing one crosswalk at Osceola. We discussed that the far left, westbound lane of Court Street as you approach the bridge is not marked adequately to alert motorist that it is a left turn lane only to approach Chestnut’s east bound flow. He assured us that they are fully aware of this, however these roads are now state run and corrections are likely to be a slow process.

Following his report enough board members were present to have a quorum so the meeting was officially opened a few minutes after 6:00pm. The April minutes were accepted.

Board members present were: Rosemarie Bonnington, Ron Delp, Ray Massieu, Lisa Cowley, Ann Garris, Jay Keyes, Candy Zimmerman, Bette Failor, Ellie Holmes, Jerry Murphy, Kim Porte, and David Ramos.

Board members not present were: Lois Davis, David MacNamee, and Mara Basic.

Treasurers Report was presented by David Ramos. The only expense for April was the Easter Party. We contributed $244.93 to assist with this event. We received a very nice thank you letter from the city which David read to us. The board accepted his report.

Government Affairs The Code Enforce Meeting recently held and attended by several of our board members was discussed. Three cases were presented and all pled guilty. Jay stated that the Code Enforcement Committee’s goal is to attain “compliance”. Jerry encourages the community to attend these meetings and use our three minutes of speaking time to voice our concerns.

There was a discussion regarding short term rentals. Ray suggested that another meeting be called with Jeff Kronschnabl - Neighborhood Development and Services Director and Bob Hall of Code Enforcement to discuss how much the city can do. We want to know if they can knock on the door to enquire how long the person is renting.

There was also some discussion as to whether the bed tax was being collected and sent to the Florida Department of Revenue. It was stated that numerous short term rentals were probably not complying with this law.

The Jolly Trolley is in jeopardy once again due to the rising cost of gasoline and a decrease in passenger usage. Jay encourages everyone to contact the city and let them know how much we need and want the trolley in our neighborhoods. Our residents and the tourist both depend on this fun and convenient way to get around. Please encourage everyone you know to contact the city and show their support in extending the extra funds necessary to keep the wheels rolling!

Beautification Jerry reported for Pat that the sprinklers are repaired and running reclaimed water at the triangle. Cleanup and planting are still in progress at Acacia Circle.

Communication – no report

Special Events Lisa raised the idea of an Oktoberfest and it was well received so she will work on it and present more info in the months to come! Dates were suggested for the annual Baseball Game and Tuesday, June 20th was chosen. This is always a fun event and an easy way for us to show our support. We will once again have the double air-conditioned suite and we will also utilize the Trolley as we have in the past! We must guarantee 30 people and the prices are still being discussed but are always reasonable.

Residential Ray reminded us of the Hurricane Preparedness Meeting that will be held at the Main Library on Osceola May 25, 2006. There will be an afternoon session from 1-3 p.m. and an evening session from 6:30 to 8:30 p.m. We should encourage our neighbors to attend. Jerry will send an e-mail to any and all current and past members that he has addresses for.

Ray brought up the discussion of resurrecting the neighborhood watch program that has faded into nonexistence during the last few years. He will contact the police representatives and start gathering resources/information. Ray will approach Kenny King of Narcissus and formally ask him to head this endeavor as he is very qualified and hopefully willing to take this on!

Membership Jerry, with Dave Ramos’ help has divided the beach into 5 zones for a door knocking campaign to enlist new members and encourage past members to renew membership to CBA. Two volunteers for each zone will go out armed with brochures and plenty of enthusiasm very soon! We expect membership to pass the 100 mark with this effort and then the phone directory will be printed and distributed!

All business was covered and the meeting was adjourned.
