Meeting Minutes for 4/3/2007:

Board Members present: Jerry Murphy, David Ramos, Jay Keyes, Ron Delp, Kim Porte, Lisa Cowley, Lois Davis, Anne Garris, Candy Zimmerman, Bette Failor, Ross Concklin, Pat Power, and Mara Basic

Board Members absent: Ellie Holmes, Ray Massieu

Guests: Lt. Wayne Andrews, Councilman John Doran, Doug and Rosemarie Bonnington, Linda Hamrell (Beach Branch Librarian), Mark Smith and Steve Naley (North Beach Residents) Michael Dooley (President Sand Key Civic Association) and Kris Hampsey ( President of the Carlouel Homeowners Association).

Lt. Wayne Andrews told us that Spring Break 2007 was currently winding down.

Lieutenant Andrews remarked about some recent complaints of parking on driveways with the rear end of the automobile extending over the sidewalk preventing safe passage along the sidewalks. Lt. Andrews conceded that there was no easy solution for this considering that we have such limited street parking.

He explained that current laws are in opposition to each other. As an example 1945 states that you cannot park, stop or stand on the sidewalk, while 1975 states that you are allowed to drive across the sidewalk to enter your own household. (Note – not all driveways allow you to drive across the side walk and still not block it.) Lt. Andrews said that in most cases if the driveway is short those people will not be ticketed if the tail hangs over. Double sets of parked cars where the rear set hangs over will be ticketed. Residents need to realize that this has to be enforced on all automobiles regardless if they belong to the homeowner, visitor, family or renter, first offense or habitual offender if it is to be enforced at all.

Bette Failor, as Traffic Committee Chair, was tasked to explore this issue further with Lt. Andrews and appropriate City staff to develop a standard that can be translated into action that overcomes the current dichotomy.

Jay Keyes called Lt. Andrews attention to the traffic problem at the corner of Devon and Coronado. Lt. Andrews stated that the officer posted was not there to direct traffic, but to assist people crossing the street. He is attempting to get the crosswalk moved 150’ north so that pedestrians will be able to cross safely. Once this is done there will not be police assistance at that corner. He is also attempting to get temporary lighting for the area.

Linda Hamrell was recognized and spoke to us about possible future expansion and plans for the beach library. She also warned us that with tax reform and possible budget constraints could cut services such as the Beach Branch Library. She urged us to write Council members in support of continuing to maintain library services.

Kris Hampsey informed that the project planed for the improvements to the entrance to Carlouel, had received preliminary approval from the city and that plans were proceeding.

The minutes to the March 6th, Board meeting were approved as well as the minutes to the Special Meeting held March 26th.

The treasurer gave his report and it was approved.

It was announced that the City Council meeting would be held on Wednesday instead of Thursday with the Budget Task Force making their report then.

Coalition - Ron updated us in Ray’s absence. He spoke to us regarding reclaimed water and a program named Pinellas Living Green.

Communication - Lois stated that the ads would run advertising the Neighborhood Day Garage Sale and Picnic.

Membership - Pat told us that 16 new members had responded to the mailing. She wishes there were more. We will be prepared with membership applications at the picnic on April 14.

Events – Lisa’s request for $350 to be spent on the picnic was approved.

Short Term Rental – Jerry reported that the trial took place with Lisa and Ray appearing as witnesses. There were eight directors present from CBA along with other concerned citizens. He reported that the presiding Judge, Nelly Khazoum will render her decision in one or two weeks.

Tampa Bay Harvest – Jay reported that negations with RCS and PUBLIX are moving forward.

C.A.N. – Ron updated us stating that he would have a sign-up sheet at the picnic and egg hunt for neighbors to record their contribution to these events. He encourages all of us to get the word out that we need to record all the charitable activities we and our neighbors participate in. He needs to know the name of the person, the purpose of the event and the number of hours contributed. He would also like to interview people about their volunteer activities if they will agree.

Mark Smith and Steve Naley both living on Bay Esplanade just north of the Old Florida District were allowed to address the group regarding an issue concerning them. They stated that the owners of a 4 unit condo located just south of their homes were attempting to get a variance to build a 180’ dock in this transition area where only 90’ docks are currently allowed.

Jay moved that we support the opposition to a dock of this size being built and that we write a letter tonight to William Morris, Dir. Of Marine and Aviation for the City of Clearwater and to Scott Kurleman, City of Clearwater - Planner II.

Bette seconded the motion, it was unanimously approved and Anne Garris agreed to write the letter.

The meeting was adjourned.
