Meeting Minutes for 3/6/2007: Board Members present: Jerry Murphy, David Ramos, Jay Keyes, Mara Basic, Ray Massieu, Lisa Cowley, Candy Zimmerman, Bette Failor, Ellie Holmes, Ross Concklin Pat Power, and Kim Porte Board Members absent: Ron Delp, Lois Davis, Anne Garris CBA Members present: Wayne Misler, David MacNamee, the Bonnington’s and John Doran Guest Speakers: Lt. Wayne Andrews and Councilman John Doran Councilman John Doran filled in for the Mayor who was to meet with us and speak about the proposed downtown boat slips. John said, “For him it’s all about the boats”. With flip charts and brochures he continued to inform us. A referendum is required by our City Charter for this kind of project. The referendum specifically prohibits fueling services. There will be no permanent commercial docking, no dredging, and no encroachment of the sea grasses. The project will have approximately 129 public boat slips with a floating concrete dock with wave attenuation “flaps” projected to last 40 years. There will also be 1700 feet of overnight “side-tie” moorings and 800 feet of free “side-tie” moorings for daytime visits and special events. The project will include renovations to the Drew St. pier building for restrooms, showers and a security office and laundry for dock renter’s use. There will be parking improvements and a landing for ferry service to the beach. John told us that boat registration is up 15% in the last 3 years while boat slip availability is down by 23%. He feels that the boat slips will add to the beauty and vitality of downtown Clearwater. A few questions were asked and answered regarding rumors the “new” marina would replace the old Clearwater Beach Marina – allowing developers to build condos with city built docks on the old site. John stated the only “talk” he’s heard references improved parking, restrooms and retail outlets such as shops and restaurants with docks for the commercial fisherman and dinner and excursions boats. Lt. Wayne Andrews spoke next, updating us on the construction and traffic changes that would be happening. The Sand Pearle met their deadline and cleared Mandalay Avenue in time for Spring Break. On South Beach - Beach Walk Phase I is almost complete. Traffic changes include South Gulf View Blvd . closing March 6, 2007. Traffic will be routed to Coronado to reach several parking areas then to Hamden to flow onto S. Gulf Blvd. to travel south of the construction. Pier 60 will be closed for about 2 months for renovations. Officers will continue to manually synchronize traffic lights to regulate the flow during spring break. Please call the non-police emergency #562-4242 to report traffic snarls such as trucks unloading and blocking streets. He will also have 11 officers working the beach from Sand Key to North Beach (he normally has 3). The Minutes from the February meeting were accepted. FINANCIAL - Dave passed out the financial reports they were presented and approved. He told us $300 in cash was given to Michelle Novak, the Mandalay Ave. fire victim, we spoke of at last months meeting. MEMBERSHIP - Pat showed us the yellow brochure that had been mailed earlier to 900 people found on the tax rolls. 500 more are going out to south beach in the next mailing. The number of paid members will be coming to us via e-mail when those figures are handy. GOVERNMENT AFFAIRS – Get out and “VOTE” COALITION - There will be a session concerning the insurance crisis times and dates to be advised. Ray said that the coalition encourages condominiums associations to join and be active. Ray also noted that because of surgery he may not be attending upcoming events but would like someone to step in and represent us at the coalition meetings. EVENTS – Lisa updated us Easter Egg Hunt - Mandalay Park – Friday, April 6th at 6 p.m. We donated $250 /candy Neighborhood Day – Saturday, April 14, 2007 Picnic and Yard Sale (no permits required) City will supply flyers to advertise and Lisa wants 6-8 people to help distribute them on or about April 1st when they become available. COMMUNICATION – Lois will work with Lisa to get adds running 2 weeks prior to the yard sale at your home and picnic at Triangle Park.. BEAUTIFICATION – No activity but the circle is still beautiful. CAN – Keep your eyes open for neighborhood people that volunteer in the community. GOLF TOURNAMENT – EASTLAKE WOODLANDS –Monday, October 29, 2007 Meetings have started – Jay will keep us posted as to time and place for upcoming meetings. We are looking for a sports entity to play for free and sign autographs at the dinner this year. REFRIGERATED TRUCK – Jay once again laid out all the good that RCI and Tampa Bay Harvest do and how much they need the truck for all the people that they serve in our community. We once again pledged our support to this cause and promised to further investigate our ability to do this under our current by-laws. We were told a telephone vote would be taken in the next few days. (Note – recently informed that this would not happen. Jerry feels too much to discuss and a special meeting was called in two weeks time) SHORT TERM RENTAL – Jerry told us that communication continues between us and Jeff Kronschnabl. Pat Power brought up the subject of hiring our own attorney. There was no real interest in doing that. There was much rehashing of opinions and instances of violation and disturbances no new information was brought to the table. The meeting was adjourned at approximately 8:40 P.M.
