Meeting Minutes for 2/6/2007:

Present – Jerry Murphy, Ron Delp, David Ramos, Kim Porte, Ray Massieu, Lisa Cowley, Lois Davis, Jay Keyes, Candy Zimmerman, Bette Failor, Ellie Holmes, Ross Concklin, and Pat Power

Absent: Anne Garris, Mara Basic

Guest: John Doran, Ken Robulak, Lt. Wayne Andrews (additional members/neighbors arrived later in the meeting)

Lt. Wayne Andrews reported that the speeding signs were up and proving to be quite effective. Jerry commented that he was initially concerned about there placement, but after observing them he agreed with the positioning of them. Officers were sent to Carlouel Yacht Club to ask management to remind employees and guests leaving late at night to observe the traffic laws and drive safely while exiting the neighborhood.

Lt. Andrews also addressed some complaints of excessive noise. He explained that a ticket can be given to a driver if music can be heard from a distance of 25’ or more. Home noise is handled differently. If it is late in the evening a courtesy warning is issued first. If a return visit is required then a $213 fine can be given.

Complaints of fireworks also warrant a visit from a marked police car which is usually enough to make them stop and hide their fireworks to avoid confiscation.

The following road changes were announced:

  • February 15th - Mandalay Avenue traffic will be diverted to Poinsettia or East Shore from 5 a.m. to 11 a.m. due to continuous pour cement deliveries at the Sand Pearl construction site.

  • March 3rd South Gulf View Blvd from Pier 60 to 5th Street will be closed for approximately 1 year for Phase II of Beach Walk

  • March 3rd Coronado will reopen 2 southbound lanes and 1 northbound lane

The police department and city of Clearwater officially recognize spring break running from March 3 through April 8. Police officers will be manually controlling key stop lights during weekends and peak hours throughout these weeks.

As always Lt. Andrews encouraged everyone to email him or call with any questions or complaints. Please keep him informed.

We all enjoyed the question and answer section of Lt. Andrews’ talk. He is always very generous with his time and attention to our concerns. Jerry reminded us that we had a lengthy agenda and we would be staying until it was covered! In the future he does not want guest participation until the agenda is covered.

Minutes from the January meeting were accepted. Financial Report and handouts were giving by David Ramos. Ray Massieu made a motion to accept the reports; it was seconded by Bette Failor and accepted by all members. Once again David reminded us to not leave the reports on the table when leaving. Beautification – None Government Affairs – None Events – to be discussed later under New Business Membership – Pat Power pulled the tax rolls to determine residents’ names and addresses. She will be working on a membership drive mailer to include events, important phone numbers and facts about Clearwater Beach and the CBA.

A discussion regarding condo associations and residents of condos resulted in Pat Power making a motion stating that we would treat each condo association as a business and allow them to join as a business. Each resident of a condo on Clearwater Beach could join as an individual member if they chose to. The motion was seconded by Ron Delp and accepted by all others. It was mentioned that a representative of a condo association would be eligible for service on the Board. Similarly an individual residing in a condo would also be eligible.

A group will review the by-laws and discuss how to modify the language in regards to condo associations and businesses and report back to the board.

Neighborhood - Ray Massieu said that he was aware of the tractor trailer parked at 865 Lantana and had already reported it to the authorities.

Old Business – Jerry reviewed the information that he covered in numerous emails regarding an amendment to Beach by Design specifically the Marina District and the “readings”. It was finally decided that the 1st reading did indeed take place on January 31, 2007 and that the second reading is scheduled for February 15, 2007.

It was discussed and the board restates that we are in opposition to the closure of East Shore and we will continue to work with Bette as a group to voice our opinions to the city and the council. Next meeting - Bette Failor’s home next Thursday - 1:30p.m.

CAN – Clearwater Awards for Neighborhoods. David and Ron will meet Friday to start work on this.

New Business - Jay Keyes addressed the board regarding Tampa Bay Harvest and the wonderful work they do collecting food from grocery stores and restaurants and delivering to approximately 200 agencies for distribution to the needy. He made us aware of their need to purchase 2 refrigerated vans to continue their work. A motion was made and seconded to support the Tampa Bay Harvest/ RCA merger with assistance to purchase one van. The exact amount of our donation will be decided after a commitment is received from Publix regarding future donations of temperature sensitive foods. The Board felt this was a wonderful way to spend our Golf Tournament proceeds.

Calendar of Events - was presented by Lisa Cowley and voted on by the Board An additional motion to contribute an amount not to exceed $500 to help support the Easter Egg Hunt was made, seconded and approved by the Board.

  • Easter Egg Hunt - Friday, April 6, 2007

  • Neighborhood Day Picnic in the Triangle and Yard Sale - April 14, 2007 Yard Sale - 8 a.m. to 1 p.m. Picnic - 4 p.m. to 7:30 p.m.

  • Oktoberfest – October 6, 2007 2-6 p.m.

  • Annual Meeting – Saturday, December 1,, 2007

  • Caroling – Wednesday, December 19, 2007

The annual Brite House Baseball outing was also discussed and Jerry said that Dwight Curtis would look into dates and prices for us.

In discussing the dates for caroling a notation to send a thank you card to the Lindblom family expressing our appreciation for the wonderful job they did with last December’s event. Kim Porte stated she would get their information and send a card.

Boat Slips on the Bay – (Coachman Park) Jerry asked if we felt this was an issue for the Board to consider. It was decided that this was not an issue for Board involvement, but an issue for individual consideration.

Fire – 845 Mandalay Ave. – A description of the damage and the plight of the woman renting at this address were discussed and a motion was made and seconded and accepted by the Board to offer assistance in the amount of $300. David Ramos will approach her and consider how to best spend this money.

The meeting was adjourned at 8:50 p.m.
