Meeting Minutes for 10/3/2006:

The October meeting was called to order when a quorum was present by Vice President, Jerry Murphy.

Board members present: Jerry Murphy, Lois Davis, Candy Zimmerman, Dave Ramos, Ellie Holms, Bette Failor, Rosemarie Bonnington, Ray Massieu, Anne Garris, Kim Porte and Mara Basic Board members absent: Jay Keyes-President, Ron Delp, Dave MacNamee, and Lisa Cowley Guests: Mr. Bonnington, John Doran, Chris Hampsey, Ross Concklin, Wayne Misler Guest Speakers –Lt. Joe Young of the Clearwater Police Department, Jennifer Bass – Neighborhood Services Coordinator, City of Clearwater and Paul Bertels – Manager- Traffic Operations Division, City of Clearwater

Lt. Joe Young spoke about the upcoming Iron Man Event that will be held in Clearwater on November 11, 2006. He will be the Director of Operations for this event, overseeing and coordinating the Police presence throughout the city. This is a triathlon event with Pier 60 being the location for both the start and finish of the race. This is a world class event with over 1800 athletes participating. There will be thorough media coverage concerning road closures and limited lane usage throughout the course. We do know that road closures on South Beach will begin at 5 am on the day of the event and will remain closed until the event ends late that afternoon. There will be no access to the circle from South Beach, anyone living in that area will use the Sand Key Bridge to exit the beach. There will be no access to Memorial Causeway from South Beach. North Beach will be able to use the circle to access the Memorial Causeway which will not be closed but will be reduced to one lane for automobiles. Please be patient - expect huge delays, but no actual closure of the bridge.

Jennifer Bass is six months new to our city. She spoke to us about an exciting new “rewards” program that the city is using to recognize and reward communities that give back. The awards are substantial with the grand prize being $5,000.00 along with several lesser awards. We spoke to her about the many things we do and our involvement with the city. Jerry assured her we would be submitting our entry!

Paul Bertels presented us with a possible traffic calming solution for North Beach. He spoke about the need for approval by at least 65% of the home owners that would be effected by these changes. He is proposing that the City install speed tables at critical sites still to be determined. These tables run the width of the street and are 12’ across and 3 inches high with a sloping edge. They are NOT speed bumps, but they do have a traffic calming effect. The closest community to us already using speed tables is off Sunset Point Road near Douglas Ave., on a street named Springtime. He suggested we drive by and see for ourselves. He left us with his aerial photos and the task of determining where these tables would be most effective. He will then review our suggestions and make a final determination as to the number necessary and their locations. Once that is done it will be presented by the City to the effected homeowners for a vote.

As part of our regular business meeting Chris Hampsey, President of the Carlouel Homeowners Association gave a presentation of proposed plans for the beautification of the entrance to Carlouel. The Carlouel Homeowners Association would bear all costs for the proposed improvements. They are asking the city only for their approval of the plans and permission to proceed. These plans include new landscaping, pavers forming cross walks at Mandalay Ave. and running parallel to it just outside of the gates. As a center accent piece there will be a large shell paver visible as you drive through the gates. The city has set quite a few obstacles in their way but they are attempting to work through them.

Bette Failor reminded us that she first brought these plans to us at our board meeting in February 2006. At that time they were applying for a grant from the City to assist with the expenses. They were asking for CBA support which we voted in favor of giving. Unfortunately the grant was not approved, but they would still like our support.

It was decided that the board could not make such a decision with our President Jay Keyes still on vacation. Anne Garris proposed a motion to give them a timely response. That was approved and it was decided that we would meet again on October 17th at 6 pm when Jay returned. We will also discuss the issue of the speed tables at that meeting.

The meeting proceeded with the approval of the September Minutes and the presentation of the Treasurer’s report which was also approved. In addition to this Dave Ramos proposed a motion that in the future we pay for any contributions to the city, i.e. landscaping Acacia Circle or the Narcissus Triangle from the Foundation account. We voted in favor of that motion.

Sample copies of the long awaited Roster were submitted to each of us. It was very well done. Lois Davis asked if our Logo could somehow be added and Dave assured us he could do that and get it mailed this week!

Anne Garris and Rosemarie Bonnington spoke of a recent chamber meeting that they attended. Anne suggested that we invite David Healy the Pinellas County Planning Director to one of our meetings so that we can hear more details of proposed changes to the density limits for motel rooms per acre. The current limits are set at 50 units per acre with the proposal asking for an increase to 150 motel rooms per acre. This could be a major change to the way of life on Clearwater Beach and warrants our attention.

Jerry reported that Lisa was out of town but that the Christmas dates were on the website. He also said that a picnic would be discussed with Lisa.

Ray Massieu gave us a recap on a recent Neighborhood Coalition meeting that he attended. He also presented us with their expense report. He informed us of upcoming events.

  • Fire Prevention Week - October 7-14 with open-houses at Fire Stations throughout the city on October 14th from 10am to 4pm

After a very lengthy meeting the Agenda was covered and the meeting was adjourned at 8pm.
