Meeting Minutes for 10/2/2007: Board Members present: Jerry Murphy, David Ramos, Ron Delp, Ray Massieu, Kim Porte, Lisa Cowley, Anne Garris, Candy Zimmerman, Bette Failor, Ross Concklin, and Pat Power Board Members absent: Keyes, Lois Davis, Ellie Holmes, Mara Basic Guests: Lt. Wayne Andrews, Councilman John Doran, Councilman George Cretekos, Eric Wilson of Neighborhood Services, Rosemarie Bonnington and Mr. Bonnington, Mr. & Mrs. Dube, Residents and Alvin Erinburg of the Sand Key Civic Association. The councilmen were welcomed and given time to say hello to the group. Councilman Cretekos apologized for not attending our meeting more often and stated that he considers us all members of the same community and hopes to attend more meetings in the future. Councilman John Doran who attends many of our meetings also greeted us. Clearwater Beach Police Representative, Lt. Wayne Andrews was welcomed back. Everyone was pleased to see him. He updated us on the plans for the 2nd Annual Iron Man Triathlon. The 56 mile race will take place on November 10, 2007. The finish line will be along the new part of South Gulfview Blvd. Pier 60 parking will close on November 5th for race preparations. He does not expect the north end of Clearwater Beach to be disrupted by this event. He reported this year’s route will eliminate Courtney/Campbell and calls for far less left hand turns, making traffic flow much safer. Lt. Andrews was asked about recent police activity on North Clearwater Beach. Residents have seen police activity and suspect crimes or illegal activities are taking place. Lt. Andrews was unaware of any activity. He left and returned with some information that he had gathered. In general, he had little to report and some residence/board members are still questioning events that they have witnessed or otherwise heard about. It seems that privacy issue may limit what he or his men can report to us. Eric Wilson, representing the City Neighborhood Services invited us to the CAN Awards picnic. Giving us all flyers and reminding us of the date/time. Saturday, Oct. 6, Noon till 2 pm. The event will take place at the Countryside Recreation Center on Sabal Springs Drive. He mentioned that there would be some surprises for those that attend and that hot dogs and sodas would be provided. The books of the contestant neighborhoods will be on display and the awards will be announced! The Minutes of the September meeting were accepted and the Treasures report was also presented and accepted. Dave also added that the new roster was complete and would be sent out very soon. The copy he showed us was very nice looking. Membership – Pat needs a table and someone to man it at the Oktoberfest picnic at Triangle Park on Oct. 6. Publicity – Thanks to Lois Davis for the reminder of tonight’s meeting. Civic Affairs -Jay Keyes is still out of town Entertainment - Lisa Cowley thanked her volunteers for passing out flyers for the picnic. Pat Murphy made calls requesting side dishes and all plans are well underway. She is also planning on a table promoting the Golf Tournament. Beautification – Triangle Park – we are working with Parks and Recreation. Reclaimed water and electric will be available in 2008. We will connect and set up a sprinkler system and additional landscaping will be added.. Coalition - The report was given by Councilman John Doran as he had attended the recent meeting. He reported that it has been brought to the coalition’s attentions that other neighborhoods are now reporting and complaining about short term rentals, boarding houses and increased numbers of unlicensed single family rentals moving into their areas too. He stated that:
He also reported that only 7 people not on the city’s payroll attended the meeting. The coalition plans to contact all homeowners associations and encourage them to send a representative to the meetings. They plan to waive the first year’s membership fee in an attempt to increase attendance at their meetings. Councilman Doran also announced a Block Party to be held on Friday from 4-6pm in front of the Post Office celebrating the opening of that portion of Cleveland Street. Both Councilmen heard our complaints regarding the closure of a beach access beside the Sand Pearle Hotel by a fence. They addressed us separately/privately with similar responses, that the City had been made aware of this situation and that the fence would be removed soon. It was asked if a sign could be erected at Acacia Circle instructing 18 wheelers to take Bay Esplanade to avoid damaging the curbing and landscaping along Acacia Circle. It seems that since an alternative route is available we may be able to obtain the signage. Commercial Activities - Rosemarie is the new Vice President of the Beach Chamber of Commerce. Nominating Committee will defer announcing names until the middle of October. The announcement will be made by phone. Current Business – Golf Tournament – Ron Delp reported that 3 major sponsors are committed to $1,500 each. Nineteen hole sponsors are committed to $100 each and we have currently 41 players. Jay will return next week and the final push is on. Many will now be ready to commit as the tournament is fast approaching. There are four Thursday afternoon meetings remaining before the Oct, 29th event. Ron needs volunteers to work tables, stuff goody bags and bring in hole sponsors and players to meet our goal of 120 players. Docks at Bay Esplanade - No date has been set for the CBD meeting. There has been a postponement due to the discovery of Sea grasses. It may possibly appear on the November calendar. CBA still contends that unity of title is still an issue. We believe that no conditional permit should be issued until the properties have been united. If that is not possible then the footage needs to be calculated separately for each property. The CBA also believes that if the 25% rule is used it would only allow a maximum of 100 foot dock in the approximately 400 foot waterway. Ron reiterated the need for letters to be written to the CBD stating our concerns. We want them to allow only what is currently allowed by code and not violate the 25% rule jeopardizing the safety of all citizens for the want s of a very few. Anne Garris will e-mail us with information/contacts and where and when to send them. It was decided that we would develop a task force to oversee this issue. FYI the Carlouel boat docks passed at 80 feet. Charter Review Update - Thanks to the citizens our green spaces are safe. Both votes were reversed. They said they were pleased the citizens voiced their opinions. Anne also encourages us to attend the Commission meeting in November because they do have the power to overturn this issue and reinstate the language. New Business - Recreation Center remodel/expansion update – Pat Powers told us the temporary library facility should be opened by October 15th. She would like to have a reception. Volunteers are needed 1-5pm Monday thru Friday and she will begin to contact people who stated they would like to help. Ron tells us that construction should begin in December and be complete by April 2008. The design process was already complete and we had no input. It will add 1300sf to the north end of the building. The library will end up with 1700sf of space. The game room will be gone. There will be 3 multipurpose rooms and 3 bathrooms when construction is complete. The kitchen will be expanded. Storage will be added outside and it is felt that the storage will obstruct the water view from the library. The designers did not seem to care about this fact or the fact that it would also be a rather ugly sight from the water looking towards the building. The Clearwater Beach Chamber of Commerce is having a golf tournament. A motion was made, seconded and approved stating that we would support them by purchasing a hole sponsorship for the price of $100.00. Adopt a Park – McKay Park, named for our very own Anne Garris’ father, has been adopted by Bellaire Palms and they have planted Palm Trees at the park. Mandalay Park is the only other park that needs adopting and we agreed via a motion to table this discussion as we already support Acacia Circle and Triangle Park in excess of $1,000.00 per year. Short Term Rental – Jerry continues to update us by sending CC’s from the attorney concerning this matter. Florida Coastal Cleanup – Chapel By The Sea will be cleaning along the Causeway on October 20. They will be meeting in the morning at the Marina. Mrs. Clearwater – Sandy Britton was crowned Mrs. Clearwater in recognition for her many contributions to the community while living here and raising her two sons. The crowning ceremony was held at the Hilton. Sun Trust Bank Promotion – reminder that the promotion for opening a new account and naming a charity for the $100 bonus can still be utilized as a way to raise money for the Clearwater Beach Foundation which is charitable entity benefiting our community. Tax Legislation - A motion was made to unite and inform the community regarding this topic. The Legislation has been delayed, but Jerry proposed we meet with representative from Sand Key/Carlouel/Bell Harbour/Island Estates and CBA to discuss how we can provide people with information regarding this complex subject. At closing Councilman Cretekos encouraged us to stay active and involved with the City. The meeting was adjourned at approximately 8:00 p.m.
