Meeting Minutes for 1/13/2009:

Present – Jay Keyes, Candy Zimmerman, Kim Porte, David Ramos, Ron Delp, Patrick Gallager, Pat Power, Allan Avery, Ross Concklin, Mara Basic, Sue Johnson, Ann Marie Krzesinski, Ray Massieu

Absent – Rosemarie Swisshelm Bonnington, Lisa Cowley

Residents – Jerry Murphy, Sandy Britton

Quorum was determined and the meeting was called to order at 6:00 p.m. The Treasurer, David Ramos stated that our goal for 2009 was to meet or beat last year’s membership number of one hundred and thirty. He stated that we had learned to shop wiser for our various parties and that this had kept costs to a minimum in 2008. Continuing with this trend in 2009 he saw no other major variances that would affect our budget.

AGENDA ITEMS

Short Term Rental - Ray Massieu stated that he would continue to monitor known short term rental properties and report any violations to the City. He said that talk has been heard that property owners plan to lease their homes on a 30 day basis then arrange sublets for shorter time periods within that month. It was asked how to report incidences to the city; in response Ron Delp advised going to the City website, click C-TRACS to enter your information. It was noted that photos of license plates can be helpful information.

Cooperation and Support of Sand Key and Island Estates Organizations – Jay Keyes read a letter from Island Estates Home Owners Association requesting our support on three items they planned to bring before the City. The first being a request to use monies from Pennies for Pinellas to replace and bury the main feeder line coming onto the Island which is currently above ground and effects the Island and North Clearwater Beach in the event of a storm and damage to this line. In the past power has been lost to both of these areas for several days. The second item is a request to lengthen the west bound, right turn lane onto Island Way. They feel that this will allow easier access to the Island and also free up the westbound lanes for beach traffic. The third item is a request to use vacant land at the former site of Ross Boats to build a park and green area. We voted to support them on all three of these issues.

Master Agenda/Executive Committee – Jay Keyes propose that a committee be formed to meet and discuss items for CBA to cover in 2009. Volunteers for this committee were Jay Keyes, Ron Delp, David Ramos, Jerry Murphy, and Allan Avery.

Support of Friends of the Library – Tour of Home’s - Pat Power urged us to attend the upcoming meeting on Jan. 15, at the Rec Center from 6-9 pm. Show of hands of those planning to attend was encouraging.

Shore Birds – In response to our January 5, 2009 meeting a vote was taken to determine if we should support a ban on dog walking on North Clearwater Beach. A majority vote supported approaching the City via a letter to voice our approval of a ban on dog walking on North Clearwater Beach, the Shore Birds being just one aspect of this argument.

Fireworks Added to tonight’s agenda was a discussion and a unanimous vote to ask the City to ban permits for fireworks on Clearwater Beach.

Beach Chamber of Commerce – Rose Marie Bonnington will again act as liaison with the Chamber in 2009.

Legg-Mason (Cabana Club) – Jay asked Jerry Murphy to update us on this subject. Jerry said the first Administrative Hearing would be held on January 26, 2009. The next step is onto District Court. Jerry stated that they plan to build a 38 room hotel and a 165 seat restaurant on a property only 87’ wide. A project of this scope would normally be built on a property 200’ wide. Jerry will continue to follow this case.

Grants – In an effort to pursue Grants, David Ramos will speak to his neighbor David Morgan and Pat Power will speak to a woman in Carlouel that she is aware of that also has experience in seeking Grants.

Community Development Board (Waivers and Variances) – Jerry Murphy also spoke on this subject. He informed us that the Community Development Board has the codes to work with but that escape valves exist. It is CBA’s feeling that the codes need to be tightened. Ron Delp suggested that the Executive Committee add this subject to the Master Agenda. Pat Power further suggested that the Neighborhood Coalition should address this subject as one neighborhood cannot change things on their own.

Neighborhood “Bill of Rights” - Jay Keyes suggested we go to the City’s Website and view our “Bill of Rights” which has recently been posted there.

Flood Insurance - Jay suggested we look for a guest speaker to educate us on this subject at a future meeting.
